Questions and Answers
Q: Is the project management sought RE construction project management?
A: The scope of work is for administrative support for the GO Virginia program only, not construction. This includes quarterly reports, financial remittances, application assistance, and checking in quarterly with the subgrantee.
Q: Can GRWC confirm whether the Project Manager services described in this solicitation represent a new requirement or a continuation of previously performed services?
A: Services described in this solicitation represent a continuation of previously performed services.
Q: If these services were previously performed, will the current or prior service provider be eligible to submit a proposal in response to this solicitation?
A: Yes, the current or prior service provider is eligible to submit a proposal in response to this solicitation.
Q: Are there recent changes in program scope, funding levels, reporting requirements, or project volume that prompted the need for a dedicated Project Manager at this time?
A: This position was a short-term contract due to internal staff changes, and we are now looking for mid-term solution.
Q: Can GWRC confirm that Project Manager services will be provided on an as-needed basis and reimbursed at an hourly rate up to the annual not-to-exceed amount?
A: Yes, the Project Manager services are provided on an as-needed basis and reimbursed at an hourly rate up to the annual not-to-exceed amount.
Q: Will reporting and check-in requirements vary by individual GO Virginia project (monthly vs. quarterly), or is GWRC anticipating a standardized cadence across projects?
A: There is a standardized quarterly check-in process for each project. However, the consultant will need to be available to answer questions from project partners as needed. The project application development is as-needed throughout the year and not on a standardized schedule.
Q: Approximately how many active or anticipated GO Virginia Region 6 projects will require support during the initial contract period?
A: There are currently 12 open projects that require support, but that number will increase if project applications are approved or decrease as projects close out during the contract period. Project applications are on a rolling basis and are not limited in number.
Q: Will the Project Manager serve as the primary point of contact for subgrantees, or will communications generally flow through GWRC staff?
A: The Project Manager will be the primary point of contact for the subgrantees for anything pertaining to quarterly remittances or reports. Communication during an application development phase will flow primarily through GWRC staff to be passed along to the consultant.
Q: Will GRWC provide standardized reporting templates and tracking tools, or is the contractor expected to utilize their own tools aligned with GO Virginia requirements?
A: GWRC provides standardized reporting templates and tracking tools, however the contractor is expected to maintain project tracking to maintain on time reporting.
Q: While the solicitation indicates the Project Manager position is remote, can GWRC advise whether occasional on-site attendance for meetings, presentations, or project coordination may be required?
A: There is no required on-site attendance.
Q: Are monthly invoice submissions authorized, or will this be a one-time invoice submission?
A: Monthly invoice submissions are preferred.
Q: Is there a specific day and/or hours required for the period of performance?
A: There are no specific days and/or hours required, but it is preferred for the consultant to be available Monday-Friday between 8:00 am and 4:00 pm for meetings with subgrantees and/or applicants.
Q: Please provide GWRC website link so that we consult answers to questions that were submitted regarding this RFP
A: Responses to questions about the RFP can be found at https://gwregion.org/public-notices/requests-for-proposals

Q: Our firm is incorporated in Maryland. Can you indicate what ‘ the identification number issued to the Offeror by the State Corporation Commission’ is as mentioned on page 4 of the RFP, section “Proposals must contain”
A: This refers to the Virginia SCC Identification Number which would allow a company to conduct business in Virginia.

REGION 6 GROWTH AND DIVERSIFICATION PLAN ADDENDUMS
GO Virginia Region 6 sought proposals for three (3) components of their Growth and Diversification plan update:
- Seeking Consultant for Growth and Diversification Plan Update – Workforce/Talent Development Stakeholder Engagement
- Seeking Consultant for Growth and Diversification Plan Update – Entrepreneurial Ecosystem Planning
- Seeking Consultant for Growth and Diversification Plan Update – Regional Site Prioritization
GO Virginia Region 6 sought proposals through a competitive negotiation with a qualified source to provide nonprofessional services. These services are being procured through the small purchase policy.
Below are answers to questions that GO Virginia Region 6 received about these solicitations:
Seeking Consultant for Growth and Diversification Plan Update – Regional Site Prioritization
Q: In regards to #1, “Inventory all sites and buildings within the Region 6 footprint,” does Region 6 want an inventory of all buildings within the Region 6 footprint?
A: No. The Region 6 Council would like an inventory of all sites eligible for development in the region and if there are any buildings currently on those sites.
Q: In regards to #5, “Rank order each site in terms of cost to tier the site to a Tier 4 on VEDP’s ranking scale versus potential return on investment based on Region 6’s targeted industry clusters and what would be a potentially viable industry/industries at that location,” would the Council like each site to be characterized during this analysis?
A: No. The Region 6 Council would like an inventory of all sites eligible for development in the region, their current Tier rating (based on VEDP’s site scoring) if the site is characterized, and if so, what the cost would be to bring the site up to a Tier 4. The Council would like the consultant to develop a ranking system in which to prioritize sites for characterization and moving up the tiering scale.
